O parlamentarismo segundo John Locke.o contexto: a sucessão de Carlos II e a questão religiosa em torno da proposta de Lei de Exclusão [de seu irmão, Jaime duque de Iorque]. O exílio na Holanda até à Revolução Gloriosa de 1688 e o estabelecimento da monarquia constitucional com Guilherme de Orange e Maria Stuart. A Lei do Regime.

Abordagem de excertos de Second Treatise of Government:
a noção contratualista como essencial para a construção de uma "commonwealth" ou civitas;
a organização dos poderes - executivo, federativo e legislativo; a supremacia do poder legislativo, ou seja, do Parlamento;
o conceito de propriedade.
